Price D, Pollock AM. Public risk for private gain? The public audit implications of risk transfer and private finance.
London: UNISON 07 July 2004.
The key claim by government that private finance deals in the public sector are value for money has still not been evaluated, according to a report published today by public sector union UNISON.
The report shows that although 563 private finance initiative (PFI) deals worth 35.5 billion had been signed by April 2004, the National Audit Office (NAO) has carried out only one inquiry into the profits earned by private financiers. This inquiry found that shareholder profits were 61% higher than agreed in the PFI contract and that the increase had not been earned.

GLOBAL PROGRAMME OF POLIO ERADICATION IN INDIA* April, 12, 2004 Debabar Banerji, Professor Emeritus, Centre of Social Medicine and Community Health, Jawaharlal Nehru University, B-43 Panchsheel Enclave, New Delhi 110017 *This study is commissioned by the West Bengal Voluntary Health Association. The usual disclaimers apply.
SUMMARY Poliomyelitis forms a miniscule part of the load of the health problems in poor countries. However, to save the cost of immunizing their own population against polio, the leadership of the rich countries, in connivance with the power elites of the poor countries have exercised their power to impose the GPPI on the poor of the world. Worse still, they have adopted a simplistic approach to a highly complex problem. International organisations like WHO, UNICEF and the World Bank have lent their considerable weight in favour of GPPI. There are vital flaws in the conceptualisation, programme design and in its implementation and monitoring and evaluation. Deodhar has rightly called it a multifaceted `cost disaster', epidemiologically unsound and incapable of eradicating the disease.

Populations are people: choices for rural health care
Julian Tudor Hart Santiago, 2003
According to conventional wisdom, in a free public service available to everyone, finite resources face infinite demands. Needs of individuals therefore conflict with needs of communities and nations. For public services to survive, we’re told that doctors must harden their hearts and make agonising choices; public services are under siege, so the people they serve must be rationed. For anything more, they have private care as a black market.

This collection of statements, reflections and papers is released for use by Peoples Health Movement members, friends and enthusiasts all over the world to initiate a celebration for the Alma Ata Declaration anniversary particularly around 6-12th September 2003. (These are the actual dates of the meeting in 1978 when the Alma Ata Declaration was passed in an International Conference on Primary Health Care organized by World Health Organization and UNICEF and other organizations and ratified by the majority of the countries of the world.).
The Declaration is particularly significant to the Peoples Health Movement because the Peoples Charter for Health which evolved at the first Peoples Health Assembly at Gonoshasthya Kendra (GK) Savar in Bangladesh on 8th December 2000, endorsed the principles and practice of universal, comprehensive Primary Health Care as outlined in the Alma Ata Declaration.
Celebrating the Alma Ata Anniversary is therefore a symbolic endorsement of both these consensus documents and an opportunity to express solidarity with the Health for All Now campaign of the Global Peoples Health Movement.

EL DEBATE PÚBLICO-PRIVADO EN SERVICIOS SANITARIOS: EL ROL DE LAS CREENCIAS INCONFESABLES
Oriol Ramis-Juan
Médico y consultor de organizaciones. CAPS. Barcelona
